Asia – Arabian Sea & the Gulf

Lithium batteries for Hamad Port go through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers. On the way they face a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and they arrive at a port where every IMDG container needs Mwani Qatar's pre-approval, requested by the shipping line.
On the Qatari side the importer needs a Ministry-registered import licence and every carton must say where it was made. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile
An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.
Qatar clears only for licensed importers and checks origin marking piece by piece against the paperwork.

Where this route gets difficult
They run from the Ningbo terminal through the voyage to Hamad Port and the Qatar import file.
Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Hamad Port passes through it.
What Anxin does: We ask each carrier whether it is currently calling at Hamad Port, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.
At Hamad Port, IMDG cargo comes in only with Mwani Qatar's prior approval, and it is the shipping line or its agent that asks for it, using the DG details on the booking.
What Anxin does: We give the carrier final DG data (UN number, class, packages, weight) at booking so its pre-approval request for Hamad Port can go in early.
Qatar requires 'Country of origin' or 'Made in' marking on each piece, on materials and on cartons, and the marking must match the invoice and certificate of origin. Any discrepancy can send the shipment back. For batteries that means the cells or packs themselves, not only the outer carton, need the mark.
What Anxin does: We ask the factory for photos of the origin mark on the battery, its retail box and the shipping carton, and compare them with the invoice and certificate before stuffing in Ningbo.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Ningbo filings, the carrier booking and the Qatar import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Uneven load rejected at the Ningbo packing check | Beilun / Meishan stuffing | Load plan checked before stuffing | Packing site, checked by Anxin |
| Attack or blockade enforcement stops or diverts the vessel | Strait of Hormuz | Current call pattern and surcharges confirmed per booking | Carrier, checked by Anxin |
| Pre-approval not obtained for the planned vessel | Hamad Port | DG data to the line at booking | Carrier / agent |
| Origin marking missing or inconsistent | Qatar Customs | Marking photos checked before stuffing | Manufacturer |
Questions
Yes. 'Made in' or country-of-origin marking is required on each piece, on materials and on cartons, and must match the documents.
Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
