Where this route gets difficult

Where Ningbo → Doha shipments get held up: 5 points

  1. Origin port

    Zhejiang's weight-balance and stowage rules

    Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.

    What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.

  2. Origin port

    Ningbo drops two MSA papers, carriers still check them

    Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.

    What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.

  3. Sea corridor

    Monsoon seas on the Arabian Sea leg, June to September

    Sailings between June and September cross the Arabian Sea during India's southwest monsoon, when rough seas and squalls regularly disrupt port operations along the route and test how well the cargo is secured inside the container.

    What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.

  4. Import country

    Invoice, origin certificate and packing list, HS code included

    For Doha, Qatar Customs will not clear a sea shipment that lacks an official invoice, an official certificate of origin and a packing list, and the HS code has to be written on both the invoice and the certificate. Without them the container is returned to origin.

    What Anxin does: We make sure the HS code appears on both the invoice and the certificate of origin, and that all three documents list the same goods, before the ship leaves Ningbo.

  5. Import country

    Only a licensed Qatari importer can clear the goods

    Every importer in Qatar needs an import licence registered with the Ministry of Commerce and Industry, issued only to Qatari nationals or the Qatari partner of a limited liability partnership, and the rule applies to wholly foreign-owned entities as well. The licence is one of the clearance documents, so the consignee on the bill of lading for Doha must be the licence holder.

    What Anxin does: At booking we confirm the consignee's import licence and put that company on the bill of lading.

Common questions on the Ningbo → Doha route

Qatar Customs does not clear sea shipments without an official invoice, certificate of origin and packing list; they are returned to origin. The HS code must also appear on the invoice and certificate.
