Where this route gets difficult
Listed from loading in Ningbo to import into Portugal, each with what we do about it.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Because Funchal is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
For Funchal, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Ningbo. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Ningbo cut-off.
Road delivery from Funchal is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Portugal haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Ningbo.
Anyone placing batteries on the Portuguese market, importers included, registers with the Portuguese Environment Agency on SILiAmb and files an annual declaration by 31 March, counting batteries built into other products. Responsibility is met through a licensed management entity such as Electrão, or an individual system authorised by APA.
What Anxin does: We ask the Portuguese importer for its APA registration and management entity before booking, and list battery weights separately so its declaration is easy.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.
