Lithium batteries for Iloilo go through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide. On the way they face Southeast Asian waters, with their typhoon and monsoon seasons, and they arrive at the port of Iloilo.
On the Philippine side the manifest comes early and the importer's accreditation decides whether an entry can be filed. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
Typhoons and the winter monsoon set the pace on this short Southeast Asian route; smaller ports are often reached through a hub.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Iloilo and at customs in Philippines.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Routes from northern China to Iloilo go through the Taiwan Strait, whose funnel effect makes winds 1-2 Beaufort levels stronger than outside. In winter and spring the north-east monsoon brings force 7 or more on about two-thirds of days, which is hard on a load that has not been braced.
What Anxin does: We ask for blocking and bracing photos before the container is closed in Ningbo, checked against the CINS stuffing guidance for lithium batteries.
No import declaration can be lodged unless the importer is registered in the Bureau of Customs' CPRS and accredited. A first-time importer at Iloilo that has not finished this will see its battery container wait, and pay for the waiting.
What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.
A DTI draft technical regulation published in February 2026 would bring power banks under mandatory PS or ICC marking, with a 12-month transition. Importers of power banks through Iloilo should follow its progress so that stock arriving after the transition is covered.
What Anxin does: For power bank orders we ask the importer whether it has started on PS or ICC marking, so later shipments are not caught at the end of the transition.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Philippines before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Iloilo.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Entry cannot be lodged for an unaccredited importer | Philippine port of discharge | Accreditation checked at quotation | Importer |
Questions
Twenty-four hours before arrival for voyages of 72 hours or less, 48 hours for longer ones, under CAO 15-2020.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
