Ningbo to Port Qasim
East China Sea · Taiwan Strait · South China Sea · Malacca Strait · Andaman Sea · Indian Ocean
This route runs through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers, then follows an Indian Ocean passage after the Malacca Strait; at the far end is the port of Port Qasim.
On the Pakistani side the importer's bank instrument and PSQCA certification must be in place before arrival. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
PSQCA, the Single Window and a registered payment instrument: Pakistan's three checkpoints.

Where this route gets difficult
Listed from loading in Ningbo to import into Pakistan, each with what we do about it.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
India's southwest monsoon runs from June to September, with rough seas across the Arabian Sea and Bay of Bengal. Rough seas are hard on poorly braced loads.
What Anxin does: In monsoon months we check blocking and bracing strictly on stuffing photos before sealing.
Portable lithium-ion batteries under PCT 8507.6000 must be PSQCA-certified to enter Pakistan. The certification belongs to the importer's file, and the container for Port Qasim waits without it.
What Anxin does: We ask the importer for its PSQCA certification for the models shipped before we book the container.
The EIF has gone; importers now register a bank profile and attach an LC or advance-payment instrument in the Pakistan Single Window. For Port Qasim, that has to exist before the goods arrive.
What Anxin does: We agree the payment instrument with the buyer before the booking is confirmed, and ask for its PSW reference.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the Pakistan import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Batteries held without PSQCA certification | Karachi / Port Qasim | Certification checked before booking | Importer |

Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
