From Ningbo to Salalah, cargo moves through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide, crosses a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and is discharged at Salalah, where cargo details go to the port 72 hours ahead and damaged DG boxes stay on board.
Oman's customs single window, Bayan, has required the manifest 36 hours before arrival since May 2026. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
The Arabian Sea in the monsoon season, GNSS jamming near the Gulf of Oman and, for ports inside the Gulf, a Hormuz passage rated SEVERE in September 2026.
Prior written approval for dangerous goods, cargo details 72 hours ahead, a DG manifest to terminal planning 24 hours before arrival, and no discharge of leaking boxes.

Where this route gets difficult
Listed from loading in Ningbo to import into Oman, each with what we do about it.
Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Sailings between June and September cross the Arabian Sea during India's southwest monsoon, when rough seas and squalls regularly disrupt port operations along the route and test how well the cargo is secured inside the container.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
At Salalah a damaged or leaking DG container is not discharged without the Port Authority's inspection and consent, so the stuffing and securing done in China matter at the far end.
What Anxin does: We check CINS-level blocking and bracing on the stuffing photos in Ningbo and ask for photos of the sealed container before it goes to the terminal.
Since 3 May 2026, under Royal Decree No. 28/2026, shipping agents must file the cargo manifest electronically in Bayan, Oman's customs single window, at least 36 hours before the vessel reaches port, and Oman Customs has said it will take legal measures against late filers. The battery container's DG data are part of that manifest.
What Anxin does: We give the carrier the UN number, class, packages and weights at booking so the Bayan manifest for Salalah is not waiting on our data.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Oman before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Salalah.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Uneven load rejected at the Ningbo packing check | Beilun / Meishan stuffing | Load plan checked before stuffing | Packing site, checked by Anxin |
| Monsoon seas cause cargo shift or delays | Arabian Sea, Jun–Sep | CINS stuffing checks; slack in the delivery plan | Packing site / carrier |
| Damaged box refused discharge | Port of Salalah | Packing checked on photos | Packing site |
| Late manifest in Bayan | Oman Customs | DG data to the carrier at booking | Carrier / agent |
Questions
Electronically in Bayan at least 36 hours before the vessel arrives, a rule in force since 3 May 2026.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
