Where this route gets difficult

Where Ningbo → Kristiansund shipments get held up: 6 points

In the order the cargo meets them: at the loading port, at sea, at Kristiansund and at customs in Norway.

  1. Origin port

    Fewer MSA papers at Ningbo, but the carrier still wants the UN38.3

    Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.

    What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.

  2. Origin port

    Zhejiang's weight-balance and stowage rules

    Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.

    What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.

  3. Sea corridor

    Drawn via Suez, sailed mostly via the Cape

    The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Kristiansund decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

    What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Import country

    Hazardous cargo report in SafeSeaNet Norway

    Every vessel carrying hazardous or noxious cargo must report it in SafeSeaNet Norway at least 24 hours before arriving at a Norwegian port, with the cargo correctly categorised and a manifest or cargo plan showing where the dangerous goods are stowed. The data comes from the shipper's declaration, so an error made in Ningbo travels all the way to Kristiansund.

    What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Kristiansund is built on consistent data.

  5. Import country

    Digitoll: cargo data 24 hours before the first Norwegian call

    Norway's Digitoll for sea cargo became mandatory on 15 September 2026: the carrier or its representative sends transport, master and house consignment messages at least 24 hours before the first Norwegian call, and the importer declares in TVINN no later than arrival at Kristiansund. The old direct-transfer arrangement ends on 1 March 2027.

    What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Kristiansund links to it before arrival.

  6. Import country

    ICS2 applies to Norway as well

    Norway belongs to the EU customs security area under an agreement in force since 1 July 2009, so containers for Kristiansund need the same ICS2 pre-notification as cargo for EU ports, and whoever files it needs an EORI number. Being outside the EU does not remove the pre-loading filing in Ningbo.

    What Anxin does: We collect the Norwegian consignee's details and an HS-level description at booking and make sure the ENS filer has them before the Ningbo cut-off.

Not yet. It has not been incorporated into the EEA Agreement; existing Norwegian battery rules and approved producer responsibility companies continue until a new Norwegian regulation takes over.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
