From Ningbo to Amsterdam, cargo moves through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Amsterdam.
The Netherlands is still building its national battery register, so proof of registration runs through the collective schemes. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Amsterdam and at customs in Netherlands.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Amsterdam decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Netherlands requires, and the importer is the one who must check both before the goods are released for sale.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Netherlands importer. We check that the documents exist and match the goods; we do not assess conformity.
Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Ningbo leaves the box on the quay.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Ningbo cut-off.
A seagoing vessel with packaged dangerous goods must report to the Dutch port authority at least 24 hours before arrival, or before leaving the previous port on a shorter leg, and the port authority decides where it may berth and discharge. Once ashore, a class 9 box awaiting onward transport stays under the dangerous goods act: nothing may be repacked in storage.
What Anxin does: We keep the UN number, packages and weights on the booking final so the carrier's report is right, and remind the importer that any repacking has to happen after the goods leave the port.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Netherlands before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Amsterdam.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Late or wrong dangerous goods report delays berthing | Dutch port authority | DG data frozen before departure | Carrier / agent |
| Declaration of conformity missing or not in the required language | Importer in Netherlands | Declaration and CE photo collected before loading | Manufacturer / importer |
| ENS not filed and the box is refused at loading | Loading port, Ningbo | EORI and house-bill data passed to the filer at booking | Filer (carrier / forwarder) |
Questions
The Rijkswaterstaat register is not yet operational. Producers of portable batteries can register with Stichting OPEN, whose registration number and public producer list serve as best-effort proof in the meantime.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
