From Ningbo to Kuantan, cargo moves from Zhejiang's battery and energy-storage makers via Ningbo-Zhoushan, crosses a Southeast Asian sea passage with no canal on the way, and is discharged at the port of Kuantan.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Kuantan and at customs in Malaysia.
Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Routes from northern China to Kuantan go through the Taiwan Strait, whose funnel effect makes winds 1-2 Beaufort levels stronger than outside. In winter and spring the north-east monsoon brings force 7 or more on about two-thirds of days, which is hard on a load that has not been braced.
What Anxin does: We ask for blocking and bracing photos before the container is closed in Ningbo, checked against the CINS stuffing guidance for lithium batteries.
Since 1 January 2026 new accumulators for vehicles of headings 87.01-87.05, 87.09 and 87.11 need a MITI Approved Permit, applied for through ePermit and supported by SIRIM certification. The permit is valid for six months, so a shipment to Kuantan has to arrive while it is still current.
What Anxin does: For EV or motorcycle batteries going to Kuantan, we ask the importer for the AP number and its expiry date before booking, and time the sailing inside it.
Malaysia's Energy Commission regulates 34 categories of electrical equipment, adapters and chargers among them. An importer bringing them into Kuantan needs a regulation 97 Certificate of Approval and regulation 98 labelling.
What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Ningbo.
MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas to the east coast of Peninsular Malaysia and western Sarawak. At Kuantan that means weather delays to berthing and cargo work during the season.
What Anxin does: For winter arrivals at Kuantan we tell the consignee to expect weather delays and keep its customs entry ready so the container can move when work resumes.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Ningbo filings, the carrier booking and the Malaysia import file. We check the three against each other before the booking is confirmed.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
