Asia – Mediterranean via Suez
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

This route runs through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers, then follows a Bab el-Mandeb and Suez passage into the Mediterranean; at the far end is a port where ships carrying hazardous materials need prior approval and a HAZMAT list 48 hours ahead.
On the Israeli side the tariff classification decides which import permits and standards apply. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.
Prior approval for ships carrying hazardous materials and a full HAZMAT list 48 hours before arrival, under a temporary procedure in force until further notice.

Where this route gets difficult
They run from the Ningbo terminal through the voyage to Ashdod and the Israel import file.
Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Ashdod the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Ashdod uses and name it on the quote, together with any war-risk or emergency surcharge.
Since June 2025 Ashdod has run a temporary entry procedure: prior approval from the Administration of Shipping and Ports for any ship with hazardous materials, no classes 1, 2.1 or 2.3, and a three-part HAZMAT list from the agent 48 hours before arrival.
What Anxin does: We ask the carrier whether the procedure is still in force for its call at Ashdod, and give it the class 9 details at booking so they are in the 48-hour HAZMAT list.
Portable rechargeable lithium batteries for Israel are assessed against SI 62133 Part 2, the Israeli counterpart of IEC 62133-2.
What Anxin does: We collect the IEC 62133-2 test report from the manufacturer with the UN 38.3 summary, and pass both to the importer before booking.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Israel before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Ashdod.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Uneven load rejected at the Ningbo packing check | Beilun / Meishan stuffing | Load plan checked before stuffing | Packing site, checked by Anxin |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Vessel entry delayed for a late HAZMAT list | Ashdod | DG data to the carrier at booking | Agent / carrier |
Questions
Under the reform in force since January 2025, many products can be imported on the basis of conformity with the adopted EU regulation, with an importer declaration and a product file; Hebrew labelling still applies.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
