Where this route gets difficult
Loading port first, then the sea leg, then Tanjung Emas and the Indonesia market.
Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
The Japan Meteorological Agency counts an average of 25.1 typhoons a year in the western North Pacific, most of them in August and September. On the run to Tanjung Emas a storm can shut the loading port in China or the discharge port for a day or more, and the dangerous goods filings then have to follow the box to its next vessel.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Indonesian customs rules (PMK 158) want the carrier's arrival notification at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before any cargo is unloaded at Tanjung Emas. Discrepancies in the DG description then hold the container.
What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Ningbo, so the Indonesian manifest matches the DG declaration.
Land around Semarang's Tanjung Emas port is sinking by up to about 100 mm a year, which makes tidal flooding (rob) worse. Water in the yard or on access roads is a real risk for battery containers waiting at Tanjung Emas.
What Anxin does: We ask the consignee to collect battery containers from Tanjung Emas quickly and, where flooding is forecast, to avoid leaving them on low ground.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Questions
Primary batteries have needed SNI certification and marking since 20 May 2025. Lithium-ion packs should be checked by the importer against the current SNI list.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
