Where this route gets difficult
Listed from loading in Ningbo to import into India, each with what we do about it.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
The India Meteorological Department recognises two cyclone seasons in the North Indian Ocean, April to May and, the main one, October to December. A storm near Visakhapatnam closes the port or holds ships at anchor, and the arrival slips accordingly.
What Anxin does: For sailings in those months we plan delivery with slack at Visakhapatnam and confirm the carrier's revised arrival before booking onward transport.
India requires lithium-ion cells and batteries to be registered under BIS's CRS (IS 16046 Part 2) before import. The registration number is declared in the Bill of Entry, so a missing or wrong number stops the container at Visakhapatnam.
What Anxin does: Before booking we ask for the manufacturer's BIS R-number and check that it covers the models and factory named in the shipment.
CBIC allows an advance Bill of Entry on the basis of the house bill of lading alone. For LCL battery cargo arriving at Visakhapatnam in a consolidator's container, the importer can therefore file before arrival instead of waiting for the master documents.
What Anxin does: For LCL shipments we send the house bill and DG details to the importer's broker at sailing, so it can use the advance filing.

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.
