Lithium batteries for Tuticorin go through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers. On the way they face the Malacca Strait and then the Indian Ocean, and they arrive at the port of Tuticorin.

India adds BIS registration for lithium cells and batteries, checked online by customs. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

Route profile

What sets Ningbo → Tuticorin apart

Origin port

Ningbo-Zhoushan (Beilun / Meishan)

Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.

Import country

India

For India, the BIS registration has to match exactly and the Bill of Entry goes in before arrival.

Where this route gets difficult

What to watch between Ningbo and Tuticorin: 6 points

Loading port first, then the sea leg, then Tuticorin and the India market.

  1. Origin port

Weight balance and stowage under Zhejiang's guide

Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.

What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.

  2. Origin port

River-to-sea feeders into Ningbo: file the cargo report once

For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.

What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  3. Sea corridor

Theft at night in the Malacca and Singapore Straits

ReCAAP counted 21 armed-robbery incidents in the Straits of Malacca and Singapore in the first half of 2026, down 74% but still 60% of all Asian cases. They are mostly night-time thefts of engine spares from bulk carriers and barges; a container ship bound for Tuticorin is a less usual target but uses the same lanes.

What Anxin does: We keep the vessel and voyage on the booking record for Tuticorin, so a carrier incident or delay notice can be matched to the shipment straight away.

  4. Import country

The Bill of Entry is due the day before arrival

Indian customs expect the Bill of Entry by the end of the day before the vessel arrives at Tuticorin; it can be filed up to 30 days ahead, and late filing attracts charges. The BIS and DG details must be ready by then.

What Anxin does: We send the importer's broker the invoice, packing list and BIS details as soon as the ship sails from Ningbo, so the Bill of Entry can be filed early.

  5. Import country

The north-east monsoon in Tamil Nadu, October to December

The India Meteorological Department describes October to December as Tamil Nadu's main rainy season, with onset around 20 October and nearly half the state's annual rainfall. Heavy rain at Tuticorin slows cargo work and inland trucking.

What Anxin does: For arrivals at Tuticorin in the north-east monsoon we tell the consignee to expect rain delays and keep documents filed early.

  6. Import country

Customs check the registration online, model by model

Since CBIC Instruction 27/2025, customs officers at Tuticorin verify the BIS registration on crsbis.in, checking manufacturer, model and factory location. Goods under a deferred or cancelled registration are refused clearance, so an out-of-date certificate is enough to hold the container.

What Anxin does: We compare the model numbers and factory address on the invoice with the registration shown on crsbis.in before the goods leave Ningbo.

Documents & compliance

What to have ready: Ningbo to Tuticorin

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Ningbo

  • Load plan showing no half of the container carries more than 60% of the weight
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

Carrier and voyage

  • Carrier's revised arrival reconfirmed in the cyclone season before booking onward transport
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Relay port and feeder DG acceptance confirmed for Indian destinations

For import into India

  • Documents with the broker in time for the advance Bill of Entry
  • Importer's CPCB producer registration

Match the details first

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for India before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Tuticorin.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Ningbo → Tuticorin route

They verify the registration on crsbis.in, including manufacturer, model and factory location, and refuse deferred or cancelled registrations.

The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.

Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
