East China Sea · Taiwan Strait · Malacca Strait · Indian Ocean · Bab-el-Mandeb · Suez Canal · Mediterranean Sea · Aegean Sea
From Ningbo to Thessaloniki, cargo moves from Zhejiang's battery and energy-storage makers via Ningbo-Zhoushan, crosses a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and is discharged at the port of Thessaloniki.
The Greek side adds EMPA registration to the EU battery rules. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
EMPA registration with EOAN before the first sale, a Greek authorised representative by written mandate, and the EU-wide battery and ICS2 duties.

Where this route gets difficult
They run from the Ningbo terminal through the voyage to Thessaloniki and the Greece import file.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
The 43% of Mediterranean services not using the Red Sea sail round the Cape of Good Hope, then back through Gibraltar. SAMSA estimates about 200 of the 576 containers lost at sea in 2024 went overboard near the Cape, 35% of the year's total.
What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Greece has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Greece haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Ningbo.
Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Ningbo leaves the box on the quay.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Ningbo cut-off.
Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Greece increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Greece we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Ningbo filings, the carrier booking and the Greece import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Uneven load rejected at the Ningbo packing check | Beilun / Meishan stuffing | Load plan checked before stuffing | Packing site, checked by Anxin |
| Heavy weather off South Africa on a Cape sailing | Cape of Good Hope | CINS stuffing checks | Packing site, checked by Anxin |
| ENS not filed and the box is refused at loading | Loading port, Ningbo | EORI and house-bill data passed to the filer at booking | Filer (carrier / forwarder) |
| Road route planned through a category E tunnel | Road leg from Thessaloniki | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
24 hours before the container is loaded in China, not before it reaches Thessaloniki. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
