Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Brunsbuttel and at customs in Germany.
Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Ships of 5,000 GT and above calling at EU ports, Brunsbuttel included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Whoever first makes batteries available in Germany is the producer and must hold a registration with stiftung ear for each brand and battery category. A non-German brand cannot register itself; it needs one authorised representative in Germany. Since 1 January 2026 every category must also be linked to an approved producer responsibility organisation (OfH), and registrations that were not updated by 15 January 2026 were withdrawn by law.
What Anxin does: We ask who acts as producer for this shipment (importer, brand owner or authorised representative) and for the Batt-Reg.-Nr. DE before the container is booked, so the question is answered while the goods are still in China.
EU pre-arrival security filing moved to ICS2 Release 3: sea cargo needs a complete Entry Summary Declaration, and forwarders issuing house bills of lading have had to file or pass house-level data since 1 April 2025. For deep-sea containers the ENS is due 24 hours before loading at the departure port, and carriers apply 'no manifest, no load'. A missing EORI number is enough for the filing to be rejected.
What Anxin does: We collect the consignee's EORI number, a goods description at HS level and the house-level parties at booking, and make sure they reach whoever files the ENS ahead of the Ningbo loading cut-off.
Road delivery from Brunsbuttel is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Germany haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Ningbo.
