Where this route gets difficult
Loading port first, then the sea leg, then Le Havre and the France market.
Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Le Havre decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
At Le Havre the ship's agent declares dangerous goods to the Harbour Master's Office through TIMAD, the mandatory regulatory tool, or through the AP+ community system, at least 24 hours before arrival (or on leaving the previous port on a short leg). The agent can only declare what the booking says.
What Anxin does: We confirm the batteries' UN number, packing group and package count with the carrier before the vessel leaves Ningbo, and pass any correction on the same day.
Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language France requires, and the importer is the one who must check both before the goods are released for sale.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the France importer. We check that the documents exist and match the goods; we do not assess conformity.
From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to France for sale after that date need a design that meets the rule.
What Anxin does: When appliances with built-in batteries are booked for France we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the France import papers. We compare all three before confirming space.

Questions
The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language France requires. Both have applied since 18 August 2024.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
