Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Tallinn and at customs in Estonia.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Each winter Finland's Transport Infrastructure Agency restricts traffic to its ports so that only ships of a given ice class and deadweight receive icebreaker assistance; exemption requests are due three working days before arrival at the latest, and Baltic restrictions appear on baltice.org. During the restriction period a feeder lacking the ice class may be refused at Tallinn.
What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Tallinn and ask the carrier to confirm that the final feeder has the required ice class before we book.
Registration under the Battery Regulation is Member State by Member State. The first company to make the batteries available in Estonia has to appear in the national register, which can take up to 12 weeks after a complete file, and a non-resident brand must work through an authorised representative there.
What Anxin does: At booking we ask which company is the producer of record in Estonia and for its registration number there, so a missing registration surfaces while the goods are still in Ningbo rather than after discharge in Tallinn.
For Tallinn, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Ningbo. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Ningbo cut-off.
Two marking dates fall into current shipping plans for Estonia: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.
What Anxin does: Before booking we ask the Estonia importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.
