Where this route gets difficult

6 pain points from Ningbo to Rijeka

In the order the cargo meets them: at the loading port, at sea, at Rijeka and at customs in Croatia.

  1. Origin port

    River-to-sea feeders into Ningbo: file the cargo report once

    For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.

    What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  2. Origin port

    Ningbo drops two MSA papers, carriers still check them

    Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.

    What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.

  3. Sea corridor

    The canal is open; the risk sits further south

    The JMIC's September 2026 update put the northern Red Sea and the Suez Canal at MODERATE, with two-way transits and container lines selectively returning, and the Eastern Mediterranean at LOW. On this corridor the exposure lies at the southern entrance of the Red Sea, not at the canal itself.

    What Anxin does: We check before each booking whether the service has changed routing since the last quote.

  4. Import country

    Instructions and safety information in the language of Croatia

    Importers must make sure batteries come with instructions and safety information in a language end-users in Croatia easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.

    What Anxin does: We ask the importer which language Croatia requires and check carton and insert photos against it before loading.

  5. Import country

    CE marking and a declaration of conformity in the right language

    The importer in Croatia carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Croatia asks for, have both been required since 18 August 2024 for batteries entering the EU market.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Croatia importer. We check that the documents exist and match the goods; we do not assess conformity.

  6. Import country

    Battery label from August 2026, QR code from February 2027

    The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.

    What Anxin does: Before booking we ask the Croatia importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.
