Lithium batteries for Vancouver go through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide. On the way they face a North Pacific crossing with no chokepoint but real winter-storm exposure, and they arrive at the port of Vancouver.
Canadian clearance depends on eManifest data filed before loading and on the importer's CARM set-up. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
No canal or Red Sea passage, but a North Pacific crossing where winter storms have collapsed container stacks.

Where this route gets difficult
Listed from loading in Ningbo to import into Canada, each with what we do about it.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
From Ningbo the drawn corridor to Vancouver runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
Canada's consumer packaging rules require most mandatory label information on prepackaged consumer products in both English and French. Only the dealer's name and address may be in one language, and imported goods that do not state their origin need 'imported by / importé par' before it.
What Anxin does: For retail-packed goods going to Vancouver, we check the carton and retail-box artwork for the bilingual text before production is packed.
Dangerous goods moving within the Port of Vancouver, which includes Vancouver, need pre-notification to the port authority and other agencies, and acceptance applications are made on the Pacific Gateway Portal. Late or inconsistent DG data holds up that step.
What Anxin does: We give the carrier and its agent the complete DG data for Vancouver early enough for the port authority's acceptance process, and pass the same data to the consignee's trucker.
TDG Regulations s. 9.3 let an international consignment move by road to or from Vancouver under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Ningbo filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Stack collapse or cargo shift in a North Pacific storm | Mid-Pacific | Blocking and bracing checked before sealing; complete DG data for incident response | Packing site / carrier, checked by Anxin |
Questions
At least 24 hours before loading in China. If the data are amended electronically before the ship sails, the 24 hours restart from the CBSA's acknowledgement.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
