Where this route gets difficult
Loading port first, then the sea leg, then Saint John and the Canada market.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
The Panama Canal Authority sets the maximum draft in the Neopanamax locks according to Gatun Lake levels. In September 2026 it postponed a planned cut from 14.63 m to 14.48 m that was due on 1 October (advisory A-33-2026). A lower limit means ships transiting the new locks can load less.
What Anxin does: We check the canal advisory in force when we quote for Saint John and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.
The CBSA requires marine carriers to transmit cargo and conveyance data for containers at least 24 hours before loading at the foreign port, including the estimated loading time. If the data are amended electronically before departure, the 24-hour count starts again from the CBSA's acknowledgement, so a late correction can push a box for Saint John off its vessel.
What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Ningbo and avoid amendments after the filing.
The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Saint John has to settle this before the first container lands.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the Canada import papers. We compare all three before confirming space.
