From Ningbo to Port Coquitlam, cargo moves through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide, crosses a North Pacific crossing with no chokepoint but real winter-storm exposure, and is discharged at the port of Port Coquitlam.
On the Canadian side the carrier's eManifest is due before loading and the road leg follows TDG conditions. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
No canal or Red Sea passage, but a North Pacific crossing where winter storms have collapsed container stacks.
Canada checks the carrier's eManifest before loading, the importer's CARM security at release and, for consumer goods, bilingual labels.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Port Coquitlam and at customs in Canada.
Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
From Ningbo the drawn corridor to Port Coquitlam runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
Canada's advance commercial information rules want container data from the carrier 24 hours before loading abroad. Change the data electronically before the ship sails and the 24 hours run again from the CBSA's acknowledgement, which is how a correction made in Ningbo can cost a container its sailing.
What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Ningbo and avoid amendments after the filing.
Dangerous goods moving within the Port of Vancouver, which includes Port Coquitlam, need pre-notification to the port authority and other agencies, and acceptance applications are made on the Pacific Gateway Portal. Late or inconsistent DG data holds up that step.
What Anxin does: We give the carrier and its agent the complete DG data for Port Coquitlam early enough for the port authority's acceptance process, and pass the same data to the consignee's trucker.
Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Port Coquitlam, that decides whether goods can leave the terminal before the duty is settled.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Port Coquitlam.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Uneven load rejected at the Ningbo packing check | Beilun / Meishan stuffing | Load plan checked before stuffing | Packing site, checked by Anxin |
| Stack collapse or cargo shift in a North Pacific storm | Mid-Pacific | Blocking and bracing checked before sealing; complete DG data for incident response | Packing site / carrier, checked by Anxin |
| Container rolled after a late eManifest amendment | Loading port | Data final before filing | Carrier, with data from Anxin |
| Goods held at release until duties and taxes are paid | Canadian port of discharge | CARM security checked at quotation | Importer / broker |
Questions
Yes. TDG s. 9.3 allows IMDG documentation and marks for an international consignment going to or from a port, provided the document is legible in English or French and carries a 24-hour number.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
