This route runs through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers, then follows a long voyage ending in the North Atlantic or the Gulf of St Lawrence; at the far end is the port of Happy Valley-Goose Bay.
On the Canadian side the carrier's eManifest is due before loading and the road leg follows TDG conditions. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
An eManifest filed 24 hours before loading, release-before-payment only with CARM security, and TDG conditions on the truck leg.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Happy Valley-Goose Bay and at customs in Canada.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
The first half of a voyage to Happy Valley-Goose Bay goes either through Panama, where Gatun Lake sets the Neopanamax draft (a planned cut was postponed in September 2026), or through Suez and the Mediterranean, where Mediterranean services used the Red Sea 57% of the time in September 2026.
What Anxin does: We ask the carrier which routing the service uses and quote the options separately.
The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Happy Valley-Goose Bay has to settle this before the first container lands.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.
Canada accepts IMDG marking and documentation for the truck move out of Happy Valley-Goose Bay (TDG s. 9.3), provided the shipping document is legible in English or French, gives a 24-hour number and the container is placarded under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Ningbo filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Uneven load rejected at the Ningbo packing check | Beilun / Meishan stuffing | Load plan checked before stuffing | Packing site, checked by Anxin |
| Goods held at release until duties and taxes are paid | Canadian port of discharge | CARM security checked at quotation | Importer / broker |
Questions
Only if the importer is enrolled in release prior to payment with financial security posted in the CARM Client Portal. Since 20 May 2025, importers without security pay duties and taxes at release.
NOAA's storm study found hurricane-force winter storms from October to April, most often in January.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
