Lithium batteries for Chattogram go from Zhejiang's battery and energy-storage makers via Ningbo-Zhoushan. On the way they face the Malacca Strait and then the Indian Ocean, and they arrive at the port of Chattogram.
In Bangladesh the manifest must name the DG class and technical name exactly. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
An Indian Ocean crossing whose season depends on the side: the southwest monsoon and two cyclone seasons in the north, a November–April cyclone season in the south-west, and piracy off Somalia.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Chattogram and at customs in Bangladesh.
Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
India's southwest monsoon runs from June to September, with rough seas across the Arabian Sea and Bay of Bengal. Rough seas are hard on poorly braced loads.
What Anxin does: In monsoon months we check blocking and bracing strictly on stuffing photos before sealing.
Before a battery container is discharged at Chattogram, the Navy must issue a no-objection certificate on the NBR's list of documents. Missing papers delay discharge, not just clearance.
What Anxin does: We send the carrier and consignee the DG declaration, safety data sheet and packing certificate before sailing, so the NOC application for Chattogram can be made early.
NBR rules require dangerous goods to conform to the IMDG Code and to be declared on the manifest with the correct class and technical name. A vague description such as 'batteries' for cargo to Chattogram is not enough and can hold the container.
What Anxin does: We give the carrier the exact proper shipping name, UN number and class for the manifest, matching the DG declaration.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Bangladesh before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Chattogram.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Discharge delayed until the Navy NOC is issued | Bangladeshi port of discharge | Documents sent before sailing | Consignee, with documents from Anxin |
Questions
A Navy no-objection certificate, based on the documents the NBR lists.
The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
