Where this route gets difficult
They run from the Ningbo terminal through the voyage to Portland and the Australia import file.
Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
The first part of the route passes the western North Pacific typhoon area, which averages 25.1 typhoons a year, peaking in August and September (Japan Meteorological Agency, 1991–2020).
What Anxin does: For July–October sailings we confirm DG cut-offs a week ahead and refile promptly if the vessel changes.
Australian Border Force requires the sea cargo report in the Integrated Cargo System at least 48 hours before the ship reaches its first Australian port on voyages of 48 hours or more, which covers every sailing from Ningbo. If Portland is not the first port of call, the deadline runs from the earlier port.
What Anxin does: We give the carrier and any NVOCC final house bill data at booking, so the cargo report for Portland is lodged on time and matches the DG declaration.
Energy Safe Victoria has consulted on making e-bikes, e-scooters and similar devices 'controlled electrical equipment' that must be certified before sale. It is a proposal, not yet law, but importers of e-transport batteries landing at Portland should follow it.
What Anxin does: For e-transport products we tell the importer about the proposal and keep the test reports ready in case certification becomes compulsory.
