What to watch between Lianyungang and Vallejo: 6 points

  1. Origin port

    Yellow Sea fog from April to July

    The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.

    What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Origin port

    Energy storage on break-bulk ships: Lianyungang's own rules

    Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.

    What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  3. Sea corridor

    Hurricane-force winter storms, October to April

    NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

    What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  4. Import country

    Unentered battery containers go to General Order after 15 days

    A container landed at Vallejo without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

    What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Vallejo, and chase any missing invoice or HTS detail while the ship is still at sea.

  5. Import country

    A monitored US emergency number for the truck leg

    The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Vallejo, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

    What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  6. Import country

    California's battery-embedded product rules since January 2026

    Under California SB 1215, consumers have paid a recycling fee on covered battery-embedded products since 1 January 2026, and those products must be labelled with the maker's name or brand and the battery chemistry, or give that information on the maker's website. Manufacturers must also list covered and exempt products in an annual notice to retailers and CalRecycle.

    What Anxin does: If the goods landing at Vallejo are devices with built-in batteries for sale in California, we ask the brand owner to confirm the chemistry labelling and the CalRecycle notice before shipping.
