5 pain points from Lianyungang to Tacoma

  1. Origin port

    A shorter document list at Lianyungang, not a shorter check

    Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.

    What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  2. Sea corridor

    Hurricane-force winter storms, October to April

    NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

    What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  3. Import country

    Product defects must be reported to CPSC within 24 hours

    US importers, like manufacturers and retailers, must tell CPSC within 24 hours once they have information reasonably suggesting that a consumer product fails a safety rule or has a defect that could create a substantial hazard. Battery overheating reports from customers can trigger that duty, and CPSC expects any investigation to take no more than about 10 working days.

    What Anxin does: We keep the manufacturer's batch records, UN 38.3 summaries and packing photos for each shipment to Tacoma, so the importer can answer CPSC questions quickly.

  4. Import country

    The emergency response number has to be answered live

    US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Tacoma by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.

    What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  5. Import country

    Selling in Washington from 2027 means joining a stewardship plan

    Washington's battery law (RCW 70A.555) closes the market to producers outside an approved stewardship organization from 1 January 2027, and from July 2027 retailers need the producer's certification before selling portable batteries or products that contain them.

    What Anxin does: When cargo through Tacoma is sold in Washington, we flag the 2027 stewardship requirement to the importer at quotation so that retailer certification is in place in time.
