This route runs out of Lianyungang, where the MSA simplified 'new three' filings in 2024, then follows a North Pacific crossing with no chokepoint but real winter-storm exposure; at the far end is the port of Prudhoe Bay.

US entry is decided as much by paperwork filed in China as by anything at the port. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Break-bulk ESS guide
  • Fog season Apr–Jul
  • HTS code 8507.60
  • ISF filer
  • Supply-chain tracing file

Route profile

The Lianyungang → Prudhoe Bay route in brief

Origin port

Lianyungang

Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.

Import country

United States

US entry hinges on filings made in China (ISF and AMS), a traceable lithium supply chain and a road leg that is regulated as a hazmat move.

Where this route gets difficult

Where Lianyungang → Prudhoe Bay shipments get held up: 5 points

They run from the Lianyungang terminal through the voyage to Prudhoe Bay and the United States import file.

  1. Origin port

Yellow Sea fog from April to July

The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.

What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Sea corridor

Hurricane-force winter storms, October to April

NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  3. Import country

Where the lithium came from: UFLPA questions at entry

Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Prudhoe Bay can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.

What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  4. Import country

Which 8507.60 line decides the Section 301 duty

For lithium-ion batteries entered from 1 January 2026 USTR set the Section 301 additional duty on HTSUS 8507.60.0020 (the non-EV line) at 25%, the level EV batteries under 8507.60.0010 reached in 2024. Other China-specific duties can be added and change at short notice, so the classification and the entry date both move the landed cost at Prudhoe Bay.

What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.

  5. Import country

'China' has to be marked on each article or its container

19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Prudhoe Bay without it can be held until they are marked.

What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Lianyungang, rather than leaving it for re-marking in a US warehouse.

Documents & compliance

What to have ready: Lianyungang to Prudhoe Bay

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Lianyungang end

  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos

For the carrier and the voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label
  • UN 38.3 test summary for every cell and battery type

For the importer in United States

  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)
  • 24-hour emergency response number (and provider reference) for the US road leg
  • Importer of record and the licensed customs broker who will file the entry

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Lianyungang → Prudhoe Bay: questions we are asked

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
