Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Oakland and at customs in United States.
Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.
What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.
NOAA's Ocean Prediction Center found hurricane-force winds (64 knots and above) in North Pacific mid-latitude storms in every month from October to April, peaking in December, with 15 to 23 such storms per season in its 2001–2004 records. They are not typhoons, so they do not follow the tropical calendar.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.
Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.
What Anxin does: When a shipment for Oakland includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.
Under California SB 1215, consumers have paid a recycling fee on covered battery-embedded products since 1 January 2026, and those products must be labelled with the maker's name or brand and the battery chemistry, or give that information on the maker's website. Manufacturers must also list covered and exempt products in an annual notice to retailers and CalRecycle.
What Anxin does: If the goods landing at Oakland are devices with built-in batteries for sale in California, we ask the brand owner to confirm the chemistry labelling and the CalRecycle notice before shipping.
Battery containers held for DG checks or paperwork can run up demurrage and detention at Oakland. Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.
What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
