This route runs through Lianyungang port, then follows a North Pacific corridor with no canal or chokepoint; at the far end is the port of Longview.

US entry is decided as much by paperwork filed in China as by anything at the port. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Lianyungang export
  • Break-bulk ESS guide
  • HTS code 8507.60
  • ISF filer
  • Supply-chain tracing file

Route profile

How Lianyungang → Longview differs from other lanes

Origin port

Lianyungang

Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.

Import country

United States

A duty line set by the exact 8507.60 code, lithium supply-chain questions under UFLPA, and ISF and AMS filings that are due before the box is loaded.

Where this route gets difficult

Where Lianyungang → Longview shipments get held up: 6 points

In the order the cargo meets them: at the loading port, at sea, at Longview and at customs in United States.

  1. Origin port

Yellow Sea fog from April to July

The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.

What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Origin port

Energy storage on break-bulk ships: Lianyungang's own rules

Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.

What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  3. Sea corridor

An open-ocean crossing where weather is the main risk

From Lianyungang the drawn corridor to Longview runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.

What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  4. Import country

The carrier's AMS manifest is due 24 hours before loading

Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Lianyungang (19 CFR 4.7). CBP does not issue the permit to unlade at Longview until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Lianyungang, so the AMS filing and the DG manifest say the same thing.

  5. Import country

'China' has to be marked on each article or its container

19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Longview without it can be held until they are marked.

What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Lianyungang, rather than leaving it for re-marking in a US warehouse.

  6. Import country

Selling in Washington from 2027 means joining a stewardship plan

Washington's battery law (RCW 70A.555) closes the market to producers outside an approved stewardship organization from 1 January 2027, and from July 2027 retailers need the producer's certification before selling portable batteries or products that contain them.

What Anxin does: When cargo through Longview is sold in Washington, we flag the 2027 stewardship requirement to the importer at quotation so that retailer certification is in place in time.

Documents & compliance

What to have ready: Lianyungang to Longview

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Lianyungang end

  • For ESS: UN3480 or UN3536 confirmed, state of charge and circuit isolation stated in writing
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

Carrier and voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For import into United States

  • 24-hour emergency response number (and provider reference) for the US road leg
  • Importer of record and the licensed customs broker who will file the entry

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Lianyungang → Longview route

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
