Lithium batteries for Boston go from northern Jiangsu through Lianyungang on the Yellow Sea. On the way they face a Panama Canal corridor whose draft limit depends on Gatun Lake, and they arrive at the port of Boston.
US entry is decided as much by paperwork filed in China as by anything at the port. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
A Panama Canal corridor whose Neopanamax draft depends on Gatun Lake levels, followed by the Caribbean during hurricane season.
A duty line set by the exact 8507.60 code, lithium supply-chain questions under UFLPA, and ISF and AMS filings that are due before the box is loaded.

Where this route gets difficult
Listed from loading in Lianyungang to import into United States, each with what we do about it.
Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
The last leg north to Boston runs up the US East Coast in the North Atlantic, where NOAA's Ocean Prediction Center has recorded hurricane-force mid-latitude storms in every month from October to April, most often in January.
What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.
US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Boston by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Boston without it can be held until they are marked.
What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Lianyungang, rather than leaving it for re-marking in a US warehouse.
Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.
What Anxin does: When a shipment for Boston includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Boston.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Truck stopped without a monitored emergency number | Road leg from the port | Emergency response provider confirmed before sailing | Importer, checked by Anxin |
Questions
Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
