From Lianyungang to Bayonne, cargo moves out of Lianyungang, crosses a Pacific crossing and a Panama Canal transit, and is discharged at the port of Bayonne.

US entry is decided as much by paperwork filed in China as by anything at the port. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Break-bulk ESS guide
  • Fog season Apr–Jul
  • Supply-chain tracing file
  • HTS code 8507.60
  • ISF filer

Route profile

What sets Lianyungang → Bayonne apart

Origin port

Lianyungang

Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.

Sea corridor

Asia – Americas via the Panama Canal

A Panama Canal corridor whose Neopanamax draft depends on Gatun Lake levels, followed by the Caribbean during hurricane season.

Where this route gets difficult

6 pain points from Lianyungang to Bayonne

Listed from loading in Lianyungang to import into United States, each with what we do about it.

  1. Origin port

    Fog season at Lianyungang

Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.

What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Origin port

    Lianyungang's break-bulk guide for ESS

For energy storage shipped on break-bulk vessels, Lianyungang MSA's June 2025 guide classes ESS cabinets as UN3480 and ESS containers as UN3536, recommends 20–50% remaining charge, and requires converters and monitoring switched off, series and parallel circuits disconnected, packages spread evenly with a low centre of gravity, and a safety meeting before the ship arrives.

What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  3. Sea corridor

Hurricane season on the Caribbean side

The Atlantic hurricane season, covering the Caribbean and the Gulf of America, runs from 1 June to 30 November, peaking around 10 September, with an average of 14 named storms. Ports on the way to Bayonne close ahead of storms, and ships wait or divert.

What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.

  4. Import country

The FMC's 30-day rules on demurrage and detention bills

If a battery container waits at Bayonne, the demurrage or detention invoice has to arrive within 30 days and carry accurate and sufficient information, or the charge is not owed (46 CFR part 541). The billed party then has at least 30 days to dispute it; in 2025 the D.C. Circuit struck down only the rule on who may be invoiced.

What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

  5. Import country

    A US-only carton mark for SP188 shipments

Packages of UN3480 or UN3090 moving under IMDG special provision 188 skip the DG declaration at sea, yet 49 CFR 171.25(b)(3) still wants the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' mark or a Cargo Aircraft Only label on each one, and on packages of batteries with or in equipment over 5 kg net.

What Anxin does: When the shipper declares SP188 for a Bayonne booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

  6. Import country

Hazmat containers at New York–New Jersey terminals

The Port Authority's marine terminal tariff requires all cargo to comply with 49 CFR parts 171-180 and the IMDG Code. Unless permission is given, hazardous materials are received only during designated gate hours arranged in advance, and hazardous containers must be stored on an access aisle within 500 feet of a hydrant, where they can be moved at the berth holder's expense.

What Anxin does: For imports at Bayonne we send the DG documents, and the terminal's hazmat gate arrangements, to the consignee's trucker before pickup, so the box is not left waiting in a hazmat stack.

Match the details first

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Bayonne.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Lianyungang → Bayonne: questions we are asked

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
