This route runs from northern Jiangsu through Lianyungang on the Yellow Sea, then follows the Pacific, the Panama Canal and the Caribbean; at the far end is the port of Bath.

The US side starts with two filings due before loading and ends with a road leg that must carry a live emergency number. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Lianyungang export
  • Break-bulk ESS guide
  • HTS code 8507.60
  • ISF filer
  • Supply-chain tracing file

Route profile

The Lianyungang → Bath route in brief

Origin port

Lianyungang

Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.

Import country

United States

Two filings before loading, a Section 301 line set by classification, UFLPA supply-chain questions and a 15-day General Order clock after discharge.

Where this route gets difficult

6 points to plan for on the Lianyungang → Bath route

In the order the cargo meets them: at the loading port, at sea, at Bath and at customs in United States.

  1. Origin port

    Fog season at Lianyungang

Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.

What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Origin port

    Lianyungang's break-bulk guide for ESS

For energy storage shipped on break-bulk vessels, Lianyungang MSA's June 2025 guide classes ESS cabinets as UN3480 and ESS containers as UN3536, recommends 20–50% remaining charge, and requires converters and monitoring switched off, series and parallel circuits disconnected, packages spread evenly with a low centre of gravity, and a safety meeting before the ship arrives.

What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  3. Sea corridor

Gatun Lake sets the Neopanamax draft

How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Bath can carry.

What Anxin does: We check the canal advisory in force when we quote for Bath and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  4. Import country

A monitored US emergency number for the truck leg

The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Bath, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  5. Import country

CPSC certificate data now filed at entry

Since 8 July 2026, importers of consumer products that are subject to a CPSC certification requirement must electronically file the certificate data at entry; goods entered from a Foreign Trade Zone follow on 8 January 2027. Whether a battery-powered product is caught depends on the rules that apply to that product, not on the battery alone.

What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

  6. Import country

Product defects must be reported to CPSC within 24 hours

US importers, like manufacturers and retailers, must tell CPSC within 24 hours once they have information reasonably suggesting that a consumer product fails a safety rule or has a defect that could create a substantial hazard. Battery overheating reports from customers can trigger that duty, and CPSC expects any investigation to take no more than about 10 working days.

What Anxin does: We keep the manufacturer's batch records, UN 38.3 summaries and packing photos for each shipment to Bath, so the importer can answer CPSC questions quickly.

Documents & compliance

What to have ready: Lianyungang to Bath

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Lianyungang

  • For ESS: UN3480 or UN3536 confirmed, state of charge and circuit isolation stated in writing
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the carrier and the voyage

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label

For import into United States

  • CPSC certificate data and eFiling arrangement, if the product is subject to certification
  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)
  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request

Before you book

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the United States import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Lianyungang → Bath route

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
