From Lianyungang to Sullom Voe, cargo moves through Lianyungang port, crosses a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and is discharged at the port of Sullom Voe.
Great Britain runs its own post-Brexit pre-filing and battery producer rules. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
UK producer registration, a compliance scheme for portable batteries above 1 tonne a year, and import clearance through HMRC's Customs Declaration Service.

Where this route gets difficult
Listed from loading in Lianyungang to import into United Kingdom, each with what we do about it.
Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.
What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.
Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
In the UK the importer is usually the battery producer. Industrial and vehicle battery producers register with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, report tonnage, chemistry and brand by 31 March, and must take waste industrial batteries back from end-users free of charge. Their BPRN goes on invoices and delivery notes to business customers.
What Anxin does: For storage and industrial packs we ask the UK importer for its BPRN before booking and add it to the documents we prepare.
The UK's S&S GB service must hold the entry summary for a Sullom Voe container 24 hours before it is loaded in Lianyungang. Whoever issued the bill of lading answers for it, and a late booking rolls to a later vessel rather than being loaded unfiled.
What Anxin does: We settle who issues the bill of lading at booking and pass complete consignee and goods data to that party before the Lianyungang cut-off.
The road leg out of Sullom Voe is regulated by the Carriage of Dangerous Goods Regulations 2009, which make ADR the rulebook for dangerous goods on British roads, with national derogations. UN 3480 moves as class 9, so the haulier needs the same package and UN details as the ocean declaration.
What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Sullom Voe matches what left Lianyungang.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Sullom Voe.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| ESS unit not isolated or poorly distributed in a break-bulk hold | Lianyungang, break-bulk loading | Manufacturer's written isolation steps; safety meeting | Manufacturer / ship, coordinated by Anxin |
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Entry summary not lodged and the box rolls | Loading port, Lianyungang | Filer and data settled at booking | Bill-of-lading issuer |
| Industrial batteries sold with no producer registration | Importer in the UK | BPRN confirmed before booking | Importer |
Questions
Yes. As producer it registers with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, and shows its BPRN on invoices to business customers.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
