Lithium batteries for Poole go out of Lianyungang, where the MSA simplified 'new three' filings in 2024. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Poole.
The UK side asks for an S&S GB declaration, a battery producer registration and harbour notice. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
UK producer registration, a compliance scheme for portable batteries above 1 tonne a year, and import clearance through HMRC's Customs Declaration Service.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Poole and at customs in United Kingdom.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
The road leg out of Poole is regulated by the Carriage of Dangerous Goods Regulations 2009, which make ADR the rulebook for dangerous goods on British roads, with national derogations. UN 3480 moves as class 9, so the haulier needs the same package and UN details as the ocean declaration.
What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Poole matches what left Lianyungang.
Great Britain has its own security pre-filing: for deep-sea containers the entry summary declaration goes to the S&S GB service at least 24 hours before loading at the departure port. The party that issued the bill of lading is legally responsible, and a booking made inside the 24 hours has to go on a later vessel.
What Anxin does: We settle who issues the bill of lading at booking and pass complete consignee and goods data to that party before the Lianyungang cut-off.
Import clearance at Poole runs through HMRC's Customs Declaration Service; CHIEF is no longer an option. A GB (or XI) EORI number and a CDS subscription are prerequisites, and subscription can take up to 5 working days when HMRC makes extra checks.
What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the United Kingdom import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Entry summary not lodged and the box rolls | Loading port, Lianyungang | Filer and data settled at booking | Bill-of-lading issuer |
| Importer not yet subscribed to CDS when the ship arrives | Customs at Poole | EORI and CDS status confirmed at booking | Importer / customs agent |
Questions
At least 24 hours before the container is loaded at the departure port. The party that issued the bill of lading is responsible, and a booking made within 24 hours of loading goes on a later vessel.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
