  1. Origin port

    Four cargo-side documents at Lianyungang, each checked

    Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.

    What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  2. Origin port

    Lianyungang's break-bulk guide for ESS

    For energy storage shipped on break-bulk vessels, Lianyungang MSA's June 2025 guide classes ESS cabinets as UN3480 and ESS containers as UN3536, recommends 20–50% remaining charge, and requires converters and monitoring switched off, series and parallel circuits disconnected, packages spread evenly with a low centre of gravity, and a safety meeting before the ship arrives.

    What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  3. Sea corridor

    Container losses off South Africa

    Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  4. Import country

    Road haulage from Holyhead under the carriage regulations

    Once the box is off the quay at Holyhead, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.

    What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Holyhead matches what left Lianyungang.

  5. Import country

    Customs declaration through CDS with a GB EORI

    Import clearance at Holyhead runs through HMRC's Customs Declaration Service; CHIEF is no longer an option. A GB (or XI) EORI number and a CDS subscription are prerequisites, and subscription can take up to 5 working days when HMRC makes extra checks.

    What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

  6. Import country

    Tonnage and chemistry reporting through the NPWD

    UK battery producers register with the environmental regulator through the National Packaging Waste Database and report every year the tonnage and chemistry of the batteries they placed on the market. Distributors and retailers supplying more than 32 kg a year also have to offer free take-back of waste portable batteries.

    What Anxin does: We give the UK importer the battery weight and chemistry for each shipment from our booking data, which it can use for its annual return; the registration itself stays with the producer.
