Lithium batteries for Mina Rashid go out of Lianyungang, where the MSA simplified 'new three' filings in 2024. On the way they face an Arabian Sea passage towards the Gulf, and they arrive at the port of Mina Rashid.

UAE customs works emirate by emirate, with the consignee's trade licence deciding where goods may be imported. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Fog season Apr–Jul
  • Lianyungang export
  • Chamber-approved certificate of origin
  • Consignee trade licence (emirate or free zone)
  • Packing list with HS code per item

Mina Rashid is listed for reference only while its commercial cargo use is being checked; no offer is made on this page.

Route profile

How Lianyungang → Mina Rashid differs from other lanes

Origin port

Lianyungang

Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.

Sea corridor

Asia – Arabian Sea & the Gulf

The Arabian Sea in the monsoon season, GNSS jamming near the Gulf of Oman and, for ports inside the Gulf, a Hormuz passage rated SEVERE in September 2026.

Where this route gets difficult

What to watch between Lianyungang and Mina Rashid: 6 points

They run from the Lianyungang terminal through the voyage to Mina Rashid and the United Arab Emirates import file.

  1. Origin port

    Lianyungang's break-bulk guide for ESS

For energy storage shipped on break-bulk vessels, Lianyungang MSA's June 2025 guide classes ESS cabinets as UN3480 and ESS containers as UN3536, recommends 20–50% remaining charge, and requires converters and monitoring switched off, series and parallel circuits disconnected, packages spread evenly with a low centre of gravity, and a safety meeting before the ship arrives.

What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  2. Origin port

Four cargo-side documents at Lianyungang, each checked

Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.

What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  3. Sea corridor

Hormuz rated SEVERE in September 2026

The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Mina Rashid passes through it.

What Anxin does: We ask each carrier whether it is currently calling at Mina Rashid, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Import country

The consignee's licence decides where the goods can enter

Imports into the UAE need a company holding the right trade licence from the emirate's Department of Economic Development; a free zone company's licence covers imports into its own free zone. If the consignee named on the bill of lading for Mina Rashid is licensed elsewhere, or only in a free zone, the goods cannot simply be cleared into the mainland.

What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.

  5. Import country

Item-level HS codes and a chamber-approved origin certificate

To collect the delivery order and clear goods in the UAE, the consignee submits the commercial invoice, a certificate of origin approved by the chamber of commerce in the country of origin, a packing list showing weight, packing method and the HS code of every item, and the bill of entry. A packing list without per-item HS codes is incomplete.

What Anxin does: We prepare the packing list with an HS code, weight and packing method on every line and have the certificate of origin issued through a Chinese chamber of commerce before the ship reaches Mina Rashid.

  6. Import country

Energy-storage batteries: MoIAT certificate before release

Cells and batteries are one of the product groups in MoIAT's renewable-energy control system, alongside PV modules and inverters. For storage batteries landed at Mina Rashid, an ECAS or EQM certificate is part of customs clearance, not something to arrange after discharge.

What Anxin does: Before booking we ask the UAE importer whether the batteries are sold for renewable-energy use and, if so, for the MoIAT certificate reference, and we match the model list on it against the packing list.

Documents & compliance

Checklist for Lianyungang → Mina Rashid

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Lianyungang

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the United Arab Emirates import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Lianyungang → Mina Rashid route

The delivery order from the shipping agent, the commercial invoice, a chamber-approved certificate of origin, a packing list with weight, packing method and HS code per item, and the bill of entry.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
