Lithium batteries for Trelleborg go from northern Jiangsu through Lianyungang on the Yellow Sea. On the way they face a long Europe voyage extended through the Danish straits into the Baltic, and they arrive at the port of Trelleborg.
The Swedish side adds the Naturvårdsverket register to the EU battery rules. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.

Where this route gets difficult
They run from the Lianyungang terminal through the voyage to Trelleborg and the Sweden import file.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Every box for Trelleborg passes the Danish straits, where IMO recommends pilotage on Route T for ships with a draught of 11 m or more and the Danish Maritime Authority reports non-compliant ships to their flag state. If the container is moved to a feeder at a North Sea port, that second vessel must also accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
Sweden's supplementary ordinance to the Battery Regulation (SFS 2025:813) has required battery producers to be registered with Naturvårdsverket since 1 January 2026. A producer responsibility organisation such as El-Kretsen can help with the filing, but the data remain the producer's responsibility.
What Anxin does: We ask the Swedish importer to confirm the registration is in place before booking, and pass on battery chemistry and weight data it may need for reporting.
Road delivery from Trelleborg is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Sweden haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Lianyungang.
The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Sweden are already asking suppliers for the supply-chain data they will need.
What Anxin does: We pass the Sweden buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for Sweden before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Trelleborg.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Feeder operator does not accept the UN numbers | North Sea hub | DG acceptance for the feeder leg confirmed | Anxin with the carrier |
| Producer not yet registered with Naturvårdsverket | Importer in Sweden | Registration confirmed before booking | Importer |
| Road route planned through a category E tunnel | Road leg from Trelleborg | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
Yes, but in the restriction period only ships of the required ice class and deadweight receive icebreaker assistance. Finland's agency publishes the restrictions on baltice.org, with exemption requests due at least three working days before arrival.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
