Lithium batteries for Valencia go from northern Jiangsu through Lianyungang on the Yellow Sea. On the way they face a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and they arrive at a port that admits dangerous goods only on an electronic request through ValenciaportPCS.

Spain wants the producer on the RII-PYA register, with its number on the invoice. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Lianyungang export
  • Break-bulk ESS guide
  • ValenciaportPCS DG admission data
  • RII-PYA number
  • Spanish-language safety information

Route profile

How Lianyungang → Valencia differs from other lanes

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Import country

Spain

Spain's RII-PYA number on invoices, quarterly data that counts batteries inside equipment, EU importer duties and ADR for the road leg.

Where this route gets difficult

What to watch between Lianyungang and Valencia: 6 points

In the order the cargo meets them: at the loading port, at sea, at Valencia and at customs in Spain.

  1. Origin port

    Fog season at Lianyungang

Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.

What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Sea corridor

The inbound leg's emissions now count under EU ETS

Because Valencia is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Destination port

    Electronic admission request through ValenciaportPCS

Valencia admits dangerous goods on an electronic request through ValenciaportPCS; paper has not been accepted since 2013. The platform sends the same documentation to the Port Authority, the Harbourmaster and Customs at once, so a discrepancy is visible to all three.

What Anxin does: We make sure the DG details the agent will enter in ValenciaportPCS come from the shipper's final declaration, checked against the booking before loading in Lianyungang.

  4. Import country

Spain's battery register and the number on invoices

Spain's industry ministry runs the RII-PYA battery register, and every battery importer must be registered and declared as a producer there, either through a collective scheme filing for its members or directly online with an electronic signature or Cl@ve. The register number issued has to appear on the producer's invoices.

What Anxin does: We ask the Spanish importer for its RII-PYA number and whether its SCRAP filed the registration, then carry the number on the documents we prepare for Valencia.

  5. Import country

CE marking and a declaration of conformity in the right language

Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Spain requires, and the importer is the one who must check both before the goods are released for sale.

What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Spain importer. We check that the documents exist and match the goods; we do not assess conformity.

  6. Import country

Battery label from August 2026, QR code from February 2027

The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.

What Anxin does: Before booking we ask the Spain importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

Documents & compliance

What to have ready: Lianyungang to Valencia

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

In Lianyungang, before the box is loaded

  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Battery quantity and chemistry listed separately for batteries in equipment
  • EU declaration of conformity and CE marking photo from the manufacturer

Carrier and voyage

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Final DG declaration for the ValenciaportPCS admission request

At the Spain end

  • RII-PYA registration number of the Spanish producer
  • Instructions and safety information in the language Spain requires
  • Haulier in Spain briefed with UN number, class 9 and tunnel code (E) for the road leg

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the Spain import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Lianyungang → Valencia route

The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
