Where this route gets difficult
Listed from loading in Lianyungang to import into Slovenia, each with what we do about it.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Ships of 5,000 GT and above calling at EU ports, Koper included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Registration under the Battery Regulation is Member State by Member State. The first company to make the batteries available in Slovenia has to appear in the national register, which can take up to 12 weeks after a complete file, and a non-resident brand must work through an authorised representative there.
What Anxin does: At booking we ask which company is the producer of record in Slovenia and for its registration number there, so a missing registration surfaces while the goods are still in Lianyungang rather than after discharge in Koper.
A battery entering Slovenia has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Koper.
What Anxin does: We pass the Slovenia importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Slovenia increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Slovenia we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
