Where this route gets difficult

Where Lianyungang → Dammam shipments get held up: 5 points

They run from the Lianyungang terminal through the voyage to Dammam and the Saudi Arabia import file.

  1. Origin port

    Four cargo-side documents at Lianyungang, each checked

    Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.

    What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  2. Sea corridor

    GNSS jamming across the approaches

    The JMIC reports persistent GNSS jamming and spoofing across the Hormuz approaches, the Gulf of Oman and the Arabian Gulf, and rates the Gulf of Oman and the Arabian Sea MODERATE. Anomalous AIS positions and speeds are reported in the same areas, so vessel positions shown in tracking tools are less reliable there.

    What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Dammam.

  3. Import country

    Two SABER certificates, one of them per shipment

    Electrical batteries, including rechargeable lithium cells and packs, fall under SASO's Technical Regulation for Electrical Batteries. The importer needs a SABER product certificate from a SASO-notified body, backed by accredited test reports and a factory audit, and then a separate shipment certificate for every consignment. A product certificate alone does not clear a container at Dammam.

    What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.

  4. Import country

    Arabic labels that match the SABER record

    Saudi rules want battery labels in Arabic (or Arabic and English), fixed firmly, naming the product, model, brand, 'Made in China', the supplier and the ratings, and saying whether the battery is rechargeable. The model on the carton must be the one on the SABER certificate.

    What Anxin does: We compare the label and carton photos from the factory with the model list on the certificate before stuffing, and send any mismatch back to the shipper while it can still be fixed in Lianyungang.

  5. Import country

    Palletised stuffing is now the Saudi norm

    Saudi Arabia has required containerised imports to be palletised since May 2025, with a 12-month phase-in and approval-only exemptions for bulk, heavy or oversized goods, so battery cartons loose on the container floor are not an option for Dammam.

    What Anxin does: We plan the stuffing in Lianyungang on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

  • 6-digit HS code, UN number, class, packages and weights for the FASAH manifest, given at booking

At the Saudi Arabia end

  • SABER product certificate (PCoC) for each battery model, issued by a SASO-notified body
  • Accredited test reports behind the product certificate (e.g. IEC 62133-2 for portable lithium batteries)
  • Invoice, bill of lading and certificate of origin with the broker for the FASAH declaration 48 hours before arrival

Lianyungang → Dammam: questions we are asked

In FASAH at least 72 hours before arrival for ships from distant ports such as China, and since 1 May 2026 it must include the 6-digit HS code, cargo size and the dangerous-goods details, or it is rejected.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
