5 points to plan for on the Lianyungang → Tavira route

  1. Origin port

    Energy storage on break-bulk ships: Lianyungang's own rules

    Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.

    What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  2. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Tavira is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

    APA's SILiAmb register and an annual declaration

    Importers placing batteries on the market in Portugal register with the Portuguese Environment Agency (APA) on SILiAmb and submit an annual declaration by 31 March that includes batteries built into other products. They meet their responsibility through a licensed management entity such as Electrão, or through an individual system authorised by APA.

    What Anxin does: We ask the Portuguese importer for its APA registration and management entity before booking, and list battery weights separately so its declaration is easy.

  4. Import country

    The importer's name and address on the battery

    A battery entering Portugal has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Tavira.

    What Anxin does: We pass the Portugal importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  5. Import country

    Mercury, cadmium and lead limits in portable batteries

    Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Portugal can ask the importer to show that the goods meet these limits.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Portugal importer; we do not test batteries.
