Where this route gets difficult
Listed from loading in Lianyungang to import into Norway, each with what we do about it.
Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Florø decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Norway's Digitoll for sea cargo became mandatory on 15 September 2026: the carrier or its representative sends transport, master and house consignment messages at least 24 hours before the first Norwegian call, and the importer declares in TVINN no later than arrival at Florø. The old direct-transfer arrangement ends on 1 March 2027.
What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Florø links to it before arrival.
While Norway waits for the EU rules, batteries are marked under the Norwegian product regulation: the crossed-out waste container, Hg, Cd or Pb symbols above set thresholds, and capacity marking for certain battery types. Under the waste regulation the importer must also be a member of an approved battery return company.
What Anxin does: We compare carton and battery photos against the Norwegian marking list before loading and ask the importer to confirm its return company.
Because the EU Battery Regulation is not yet part of the EEA Agreement, it does not apply in Norway. Norway's existing rules and approved producer responsibility companies such as RENAS remain in place, and Miljødirektoratet consulted in April 2026 on the transition, so importers follow Norwegian rules now while tracking the new regulation.
What Anxin does: We ask the Norwegian importer which return company it belongs to, and do not assume EU-only paperwork covers the Norwegian market.

Since 15 September 2026 vessel and cargo information must be filed digitally at least 24 hours before the first Norwegian call, and the importer's TVINN declaration is due by arrival at the discharge port.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
