This route runs from northern Jiangsu through Lianyungang on the Yellow Sea, then follows a long Europe voyage extended through the Danish straits into the Baltic; at the far end is the port of Klaipeda.
The Lithuania side follows the EU battery and customs pre-filing rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.

Where this route gets difficult
They run from the Lianyungang terminal through the voyage to Klaipeda and the Lithuania import file.
Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.
What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.
Because Klaipeda is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
For Klaipeda, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Lianyungang. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Lianyungang cut-off.
The Battery Regulation makes registration national: whoever first makes batteries available in Lithuania must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Lithuania cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Lithuania.
What Anxin does: At booking we ask which company is the producer of record in Lithuania and for its registration number there, so a missing registration surfaces while the goods are still in Lianyungang rather than after discharge in Klaipeda.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for Lithuania before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Klaipeda.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| One of the four documents inconsistent with the others | Lianyungang MSA filing | Cross-check before submission | Anxin with the declarant |
| ESS unit not isolated or poorly distributed in a break-bulk hold | Lianyungang, break-bulk loading | Manufacturer's written isolation steps; safety meeting | Manufacturer / ship, coordinated by Anxin |
| Emissions surcharge changes between quote and sailing | EU port call | Surcharge shown as a separate line | Carrier, checked by Anxin |
| No producer registration in Lithuania when the goods arrive | Lithuania market surveillance | Producer of record and registration number confirmed at booking | Importer / brand owner |
| ENS not filed and the box is refused at loading | Loading port, Lianyungang | EORI and house-bill data passed to the filer at booking | Filer (carrier / forwarder) |
Questions
The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
