This route runs through Lianyungang port, then follows a Suez-or-Cape voyage that ends with the Danish straits and the Baltic; at the far end is the port of Ventspils.

Where this route gets difficult
Listed from loading in Lianyungang to import into Latvia, each with what we do about it.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
Each winter Finland's Transport Infrastructure Agency restricts traffic to its ports so that only ships of a given ice class and deadweight receive icebreaker assistance; exemption requests are due three working days before arrival at the latest, and Baltic restrictions appear on baltice.org. During the restriction period a feeder lacking the ice class may be refused at Ventspils.
What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Ventspils and ask the carrier to confirm that the final feeder has the required ice class before we book.
Registration under the Battery Regulation is Member State by Member State. The first company to make the batteries available in Latvia has to appear in the national register, which can take up to 12 weeks after a complete file, and a non-resident brand must work through an authorised representative there.
What Anxin does: At booking we ask which company is the producer of record in Latvia and for its registration number there, so a missing registration surfaces while the goods are still in Lianyungang rather than after discharge in Ventspils.
Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Latvia after that date need a design that complies.
What Anxin does: When appliances with built-in batteries are booked for Latvia we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the Latvia import file. We check the three against each other before the booking is confirmed.

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Latvia requires. Both have applied since 18 August 2024.
