The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.

Where this route gets difficult

Where Lianyungang → Liepaja shipments get held up: 5 points

They run from the Lianyungang terminal through the voyage to Liepaja and the Latvia import file.

  1. Origin port

    Energy storage on break-bulk ships: Lianyungang's own rules

    Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.

    What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  2. Sea corridor

    Through the Danish straits, possibly on a feeder

    Cargo for Liepaja has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.

    What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.

  3. Import country

    The importer's name and address on the battery

    A battery entering Latvia has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Liepaja.

    What Anxin does: We pass the Latvia importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  4. Import country

    The truck leg out of Liepaja runs under ADR

    Road delivery from Liepaja is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

    What Anxin does: We give the Latvia haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Lianyungang.

  5. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Latvia for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Latvia we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

What to have ready: Lianyungang to Liepaja
