Lianyungang to Haifa
Yellow Sea · Taiwan Strait · Malacca Strait · Indian Ocean · Bab-el-Mandeb · Red Sea · Suez Canal · Mediterranean Sea
This route runs from northern Jiangsu through Lianyungang on the Yellow Sea, then follows a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane; at the far end is the port of Haifa.
Israel accepts EU conformity for many products since 2025, but the importer still declares it and keeps a product file. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.
In Israel the HS code decides which permits apply, and portable lithium batteries sit under SI 62133.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Haifa and at customs in Israel.
Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Haifa most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Haifa uses and name it on the quote, together with any war-risk or emergency surcharge.
Portable rechargeable lithium batteries for Israel are assessed against SI 62133 Part 2, the Israeli counterpart of IEC 62133-2.
What Anxin does: We collect the IEC 62133-2 test report from the manufacturer with the UN 38.3 summary, and pass both to the importer before booking.
Israel classifies imports under its Customs and Purchase Tax Tariff, and the classification determines not only duty and purchase tax but which permits, licences and conditions of import apply. Israeli Customs offers free pre-rulings; for a mixed shipment of cells, packs and devices it is worth having one before the goods sail.
What Anxin does: We ask the Israeli importer to confirm the tariff code, or obtain a pre-ruling, and use the same description on the invoice and packing list.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the Israel import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| One of the four documents inconsistent with the others | Lianyungang MSA filing | Cross-check before submission | Anxin with the declarant |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Wrong classification triggers a permit requirement at the border | Israel Customs | Tariff code confirmed before sailing | Importer |
Questions
Under the reform in force since January 2025, many products can be imported on the basis of conformity with the adopted EU regulation, with an importer declaration and a product file; Hebrew labelling still applies.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
