This route runs through Lianyungang port, then follows an Indian Ocean passage after the Malacca Strait; at the far end is the port of Mormugao.
India adds BIS registration for lithium cells and batteries, checked online by customs. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
An Indian Ocean route: rough south-west monsoon seas from June to September and cyclone windows in April-May and October-December.
BIS registration verified model by model, EPR registration for importers, and a Bill of Entry due before the ship arrives.

Where this route gets difficult
Listed from loading in Lianyungang to import into India, each with what we do about it.
Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
For energy storage shipped on break-bulk vessels, Lianyungang MSA's June 2025 guide classes ESS cabinets as UN3480 and ESS containers as UN3536, recommends 20–50% remaining charge, and requires converters and monitoring switched off, series and parallel circuits disconnected, packages spread evenly with a low centre of gravity, and a safety meeting before the ship arrives.
What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.
ReCAAP counted 21 armed-robbery incidents in the Straits of Malacca and Singapore in the first half of 2026, down 74% but still 60% of all Asian cases. They are mostly night-time thefts of engine spares from bulk carriers and barges; a container ship bound for Mormugao is a less usual target but uses the same lanes.
What Anxin does: We keep the vessel and voyage on the booking record for Mormugao, so a carrier incident or delay notice can be matched to the shipment straight away.
Under Section 46 of the Customs Act, the Bill of Entry for Mormugao must be filed by the end of the day before arrival, and can go in 30 days ahead. Late filing means charges, so documents from Lianyungang need to reach the broker early.
What Anxin does: We send the importer's broker the invoice, packing list and BIS details as soon as the ship sails from Lianyungang, so the Bill of Entry can be filed early.
IMD puts the normal monsoon onset over Kerala at 1 June; in 2026 it came on 4 June and then spread north, reaching the whole country around mid-July. Battery cartons arriving at Mormugao in this period need to stay dry through discharge and delivery.
What Anxin does: For monsoon-season arrivals at Mormugao we ask for cartons with moisture protection and tell the consignee to plan unstuffing under cover.
India requires lithium-ion cells and batteries to be registered under BIS's CRS (IS 16046 Part 2) before import. The registration number is declared in the Bill of Entry, so a missing or wrong number stops the container at Mormugao.
What Anxin does: Before booking we ask for the manufacturer's BIS R-number and check that it covers the models and factory named in the shipment.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the India import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| ESS unit not isolated or poorly distributed in a break-bulk hold | Lianyungang, break-bulk loading | Manufacturer's written isolation steps; safety meeting | Manufacturer / ship, coordinated by Anxin |
| Late Bill of Entry charges | Indian port of discharge | Documents sent at sailing | Importer's broker |
Questions
Yes. They fall under BIS's Compulsory Registration Scheme (IS 16046 Part 2), and the R-number is declared in the Bill of Entry.
Often, yes. Colombo is the main relay for Indian cargo, so we ask the carrier where the service relays and check that the feeder accepts the batteries too.
Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.

We check carrier acceptance for Lianyungang → Mormugao before any booking, and ask for missing battery documents first.
