Where this route gets difficult
Listed from loading in Lianyungang to import into Germany, each with what we do about it.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Because Bremerhaven is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Bremen's port ordinance requires dangerous goods to be reported electronically, through the port information system, to the handling facility or the port authority before they arrive in the port area. The ship itself sends an electronic arrival notification at least 24 hours before entering. For a class 9 container from Lianyungang the terminal's picture of the box comes from that report.
What Anxin does: We keep the dangerous-goods data on the booking final before departure and pass corrections to the carrier straight away, so the Bremerhaven report matches the container.
Whoever first makes batteries available in Germany is the producer and must hold a registration with stiftung ear for each brand and battery category. A non-German brand cannot register itself; it needs one authorised representative in Germany. Since 1 January 2026 every category must also be linked to an approved producer responsibility organisation (OfH), and registrations that were not updated by 15 January 2026 were withdrawn by law.
What Anxin does: We ask who acts as producer for this shipment (importer, brand owner or authorised representative) and for the Batt-Reg.-Nr. DE before the container is booked, so the question is answered while the goods are still in China.
The Battery Regulation phases in the information a battery must carry. The general information label applies from 18 August 2026 (or 18 months after the label-format implementing act, if that comes later), and every battery needs a QR code from 18 February 2027. For EV, light-means-of-transport and industrial batteries above 2 kWh, that QR code must open a battery passport. Where the battery is too small, the label goes on the packaging and documents instead. Stock that leaves Lianyungang without these elements cannot simply be relabelled on the quay in Bremerhaven.
What Anxin does: Before booking we ask the Germany importer to confirm which battery category the goods fall into and that label, QR code and passport data are settled. We check carton and label photos against that answer; we do not certify conformity.
EU pre-arrival security filing moved to ICS2 Release 3: sea cargo needs a complete Entry Summary Declaration, and forwarders issuing house bills of lading have had to file or pass house-level data since 1 April 2025. For deep-sea containers the ENS is due 24 hours before loading at the departure port, and carriers apply 'no manifest, no load'. A missing EORI number is enough for the filing to be rejected.
What Anxin does: We collect the consignee's EORI number, a goods description at HS level and the house-level parties at booking, and make sure they reach whoever files the ENS ahead of the Lianyungang loading cut-off.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the Germany import papers. We compare all three before confirming space.

Questions
The registration is needed before the batteries are first made available on the German market, by whoever is the producer for that market. A company without a German establishment has to act through one authorised representative in Germany, and since 2026 each battery category must also be covered by an approved OfH. Shipping can start earlier, but goods without a valid registration cannot be sold in Germany once they arrive, so we ask for the registration number at booking.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
