Where this route gets difficult

Where Lianyungang → Batumi shipments get held up: 5 points

They run from the Lianyungang terminal through the voyage to Batumi and the Georgia import file.

  1. Origin port

    Fog season at Lianyungang

    Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.

    What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Origin port

    Four cargo-side documents at Lianyungang, each checked

    Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.

    What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  3. China export

    Two maritime filings and a signed packing certificate before loading

    Every lithium battery container leaving Lianyungang needs a cargo safe-carriage report and a ship's dangerous goods permit filed with the Maritime Safety Administration by a certified declarant, and a container packing certificate signed by a certified inspector who watched the stuffing. Separately, customs must have appraised the packaging in use; export of dangerous goods in unappraised packaging is not allowed.

    What Anxin does: We work only with packing sites and declarants holding the required certificates, and we collect the packaging use-appraisal result before the container is stuffed.

  4. Sea corridor

    Almost the whole Black Sea is now a war-risk listed area

    On 16 September 2026 the Joint War Committee widened its Black Sea listed area to almost the entire sea, leaving out only Turkish, Georgian, Bulgarian and Romanian territorial waters. Ships entering must notify their war-risk underwriters, who may charge additional premiums per voyage, and carriers can pass that on.

    What Anxin does: We ask the carrier for any war-risk surcharge to Batumi in writing before booking and recheck it if the sailing moves.

  5. Sea corridor

    Turkish Straits: Sailing Plan 1 a day ahead

    Before entering the Turkish Straits, a ship with dangerous cargo files Sailing Plan 1 with the Turkish Straits VTS at least 24 hours ahead, listing the dangerous goods classes on board. A class 9 battery container is part of that list, so wrong or late DG data on the manifest can delay the ship at the entrance.

    What Anxin does: We make sure the DG manifest data (UN number, class, quantity, container number) are final and match the booking before the vessel leaves the last port before the straits.

What to have ready: Lianyungang to Batumi

Lianyungang → Batumi: questions we are asked

Possibly. Since 16 September 2026 almost the whole Black Sea, outside Turkish, Georgian, Bulgarian and Romanian territorial waters, is a Joint War Committee listed area, and underwriters may charge additional premiums. We get the carrier's surcharge in writing.

Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.

The 30% ceiling is an air-transport rule (IATA PI 965 for lithium-ion batteries shipped alone). The sea guidance we rely on sets no general 30% cap for UN3480 or UN3481, but a carrier may set its own condition, so we confirm it at booking.
