Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Cherbourg and at customs in France.
For energy storage shipped on break-bulk vessels, Lianyungang MSA's June 2025 guide classes ESS cabinets as UN3480 and ESS containers as UN3536, recommends 20–50% remaining charge, and requires converters and monitoring switched off, series and parallel circuits disconnected, packages spread evenly with a low centre of gravity, and a safety meeting before the ship arrives.
What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
Until 2025 the French batteries stream covered portable batteries. From 18 August 2025 producers of all five categories, including industrial and EV batteries, must join an approved eco-organisme or have an individual system approved. Batribox and ecosystem hold approvals for all categories to the end of 2030; Corepile's members now deal with ecosystem.
What Anxin does: For storage and industrial packs we ask which eco-organisme covers the category, because an ESS shipment to Cherbourg falls under the same rule as consumer cells.
A battery entering France has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Cherbourg.
What Anxin does: We pass the France importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in France are already asking suppliers for the supply-chain data they will need.
What Anxin does: We pass the France buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the France import file. We check the three against each other before the booking is confirmed.

Questions
24 hours before the container is loaded in China, not before it reaches Cherbourg. Without it carriers do not load the box, and a filing without an EORI number is rejected.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
